Can I insure my wife at $900 and myself at $1500 to get a lower price on the trip cancellation travel insurance?

No, you can’t do this. Here’s why not:

The only way you can split up your trip costs is if you have invoices showing the costs specifically attributed to your wife is $900 and the costs specifically attributed to you personally is $1,500.

If not, then the insurance company will correctly assume your trip costs are divided up equally between you both. In other words, your per person trip cost will be $1,200.
